SANTANDER, 6 Jul. (EUROPA PRESS) -
Tomás García Perdiguero, profesor de Comunicación e Imagen Corporativa de la Universidad Juan Carlos I de Madrid, y miembro del Foro de Expertos de RSE (Responsabilidad Social de las Empresas) creado por el Gobierno español en el año 2005, cuestionó hoy, en el curso de UGT en la UC 'Desarrollo industrial sostenible en Cantabria', que "los empresarios tengan un interés verdadero en su responsabilidad social con el desarrollo sostenible".
García, uno de los 35 miembros del Foro de Expertos de RSE y desde principios de este año responsable del Observatorio de Responsabilidad Social en las Empresas de UGT, lamentó que "en España apenas se ha avanzado en este proceso cuando llevamos ya 10 años debatiendo la necesidad de que la estrategia y la dirección de las empresas favorezcan los objetivos del desarrollo sostenible".
El profesor de la Universidad Juan Carlos I aclaró que el Foro de Expertos de RSE, órgano deliberante y consultivo que entregará su dictamen al Gobierno español el próximo 12 de julio con cinco propuestas consensuadas, recalcó la contradicción de que "aunque existe una aceptación generalizada en la sociedad, incluidos los empresarios, de la importancia de la responsabilidad social de las empresas, los avances reales son todavía muy tibios por no utilizar un término más duro".
El profesor Tomas García Perdiguero definió a los representantes empresariales del Foro de Experto de RSE de "actores en el debate para ganar tiempo porque disimulan y discuten cosas irrelevantes para desviar la atención e instalarnos en la confusión, como la tinta del calamar para enturbiar el agua".
García puso como ejemplo de la "apatía patronal" en el debate sobre la responsabilidad social de las empresas la mesa de negociación específica sobre esta materia implantada por el Gobierno español en el diálogo social en el año 2004, de la que dijo, "se ha reunido por primera vez el pasado mes de marzo porque los empresarios la han ido parando en su estrategia de avanzar lo menos posible".
AÑOS DE RETRASO
Para el docente universitario, el retraso de España en el debate mundial sobre la responsabilidad de las empresas en el desarrollo sostenible se ejemplifica con fechas concretas, ya que como recordó, "la ONU inició el debate en el año 2007, la Unión Europea lo hizo en el año 2000 en la Cumbre de Lisboa y España no lo ha comenzado hasta el año 2005".
Tomás García aludió a distintivas iniciativas institucionales para fomentar y agilizar el debate sobre el desarrollo social de las empresas, como la Subcomisión del Congreso creada en el año 2005, "que logró un consenso aparente de todos los partidos políticos sobre la RSE, incluido el PP", la citada mesa de negociación del diálogo social o distintas leyes o reformas normativas; como la Ley de Transparencia, la Orden de Informe Anual de Gobierno Corporativo o el Código Unificado de Buen Gobierno.
"De todos modos, y aunque hay iniciativas empresariales muy comprometidas, este proceso o esfuerzo por un cambio de orientación y de cultura empresarial para conseguir los objetivos del desarrollo sostenible ha avanzado muy poco", reiteró el profesor de Comunicación e Imagen Corporativa.
Tomás García Perdiguero consideró lícito que "los empresarios piensen en los beneficios como un valor imprescindible", aunque subrayó la "imperiosa necesidad de que añadan otro objetivo nuevo que no ha estado en la política empresarial desde hace 25 años: que el impacto económico, social y medioambiental de su gestión sea positivo".
En opinión del técnico del Foro de Expertos de RSE y actual responsable del Observatorio de Responsabilidad Social de las Empresas de UGT, "lo que está en juego son cosas de suma importancia a medio y largo plazo para nuestro bienestar".
POBRE RELACIÓN UNIVERSIDAD-EMPRESA.
En su calidad de docente universitario, Tomás García Perdiguero hizo una crítica concreta a la escasa participación de representantes universitarios en el debate sobre la responsabilidad social de las empresas, durante su intervención en la última ponencia del curso organizado por UGT en la UC.
García aclaró que en el Foro de Expertos de RSE sólo hay dos académicos universitarios, lo que confirma según sus palabras, "la escasa participación de la universidad española en cualquier debate relacionado con las empresas a diferencia de lo que ocurre en otros países desarrollados de nuestro entorno".
"Es más", puntualizó el profesor de la Universidad Juan Carlos I, "de los más de 930 cursos master universitarios existentes en España, sólo 30 están dedicados a las empresas y de ellos únicamente nueve son de universidades públicas".
"Hay menos cursos master sobre las empresas que de cine, literatura o arte", aseveró el ponente, tras preguntarse, "¿quién puede explicar esto?".

Considero que es oportuno el abordaje dado el calado que ésta tiene incluso en la innovación de posgrados y maestrías en distintas universidades en México. Espero que puedan seguirme para no perder el hilo conductor en esta primera, de tres partes. Desde luego siempre estoy disponible para la retroalimentación. Parece que en un mundo dominado por el capitalismo, la producción y la maximización de las ganancias, la economía y la ética resultan incompatibles, ¿acaso las multinacionales o transnacionales pueden tentarse el corazón para decidir menores ganancias a costa de implementar un eje que vertebra la acción moral del quehacer empresarial? En los últimos veinte años, las empresas multinacionales han ido adquiriendo un peso preponderante en el aspecto político, económico, financiero y bursátil; con el acelerado ritmo de la transnacionalización del capital algunas multinacionales han pasado a tomar posesiones de activos mediante la inversión extranjera directa en casi todos los rincones del planeta y principalmente en las economías emergentes. El Banco Mundial calcula que el flujo de la inversión extranjera directa, su trasiego a nivel global, se ha multiplicado por diez a partir de la década de 1990. De acuerdo con información de la Comisión Económica para América Latina y el Caribe, tan sólo de 1996 a 2000, América Latina y el Caribe recibió flujos de inversión extranjera directa por 70 mil 594.9 millones de dólares. La mayoría de estas inversiones fueron realizadas por multinacionales y transnacionales estadounidenses, españolas, holandesas, suizas, francesas, británicas, germanas e italianas. De esta forma en los últimos años, nuevos actores internacionales como las multinacionales y transnacionales lideran una ola de cambios no sólo de profundo calado económico-financiero, también cultural y de contrapeso a los Estados. En algunos casos el tamaño de estas sociedades económicas ha llegado a superar a la riqueza anual de diversos países emergentes. En la medida en que la globalización como proceso ha ido aumentando en interdependencias y en complejidad de los flujos comerciales y de capitales, la empresa multinacional y transnacional es protagónica del rumbo de la economía mundial, las revoluciones industriales, los desequilibrios económicos, las integraciones regionales, las alianzas políticas con los gobiernos o en todo caso sobreposición de sus intereses. Actualmente, en distintos foros se analiza el rol de estos nuevos actores desde el punto de vista cultural, político, militar, desde luego económico-financiero y también en la esfera de la cooperación internacional. De la mano de las empresas, la cooperación va cobrando un nuevo sentido, muy distinto al de las concepciones predominantemente desarrollistas surgidas después de la Segunda Guerra Mundial, en la década de los cincuenta y sesenta, basadas en el crecimiento económico como objetivo central; hasta avanzar en la década de los noventa a revisarse el sentido y los esquemas de la cooperación bajo la Ayuda Oficial al Desarrollo (AOD). Las empresas, ante las decisiones de sus consejos de administración, adoptan de manera voluntaria una serie de protocolos internacionales con el afán de avanzar en criterios de ética económica, participación con el entorno, involucramiento con la comunidad; y en los últimos años, el medio ambiente. Hoy en día, la gestión empresarial experimenta la filosofía de la empresa para participar en programas sociales e incluso ambientales. De la mano de la ética empresarial emerge la autorregulación empresarial, los consejos de administración han adoptado códigos de conducta, buenas prácticas corporativas, el código interno para los empleados. La gestión empresarial se define de responsabilidad corporativa o de responsabilidad empresarial y surgen nuevos fondos de inversión bajo la modalidad de las inversiones socialmente responsables. Incluso son analizados términos de una ciudadanía corporativa. A COLACIÓN ¿Mesías o leviatán? La controversia acerca de la responsabilidad social corporativa es todavía incipiente, aunque diversos autores la señalan de positiva por surgir de "la voluntad de las empresas", otros no dejan de argüir que el denodado sentido altruista y pro ambientalista principalmente entre las multinacionales y transnacionales no dejan de beneficiarles a éstas mismas, al atraer a una base de clientes y accionistas identificados con las demandas globales. Hasta la fecha no existe una definición internacionalmente aceptada y única de responsabilidad social corporativa o responsabilidad empresarial o responsabilidad social empresarial, a la que muchas veces se le confunde como sinónimo de sustentabilidad empresarial o práctica amigable con el medio ambiente. Quizá sea porque al indagarse en los orígenes de los conceptos que pudieron llegar a parir a la RSC se encuentran autores como Coase (1960), con estudios sobre la relación de la empresa y la contaminación ambiental. En "el problema del Coste Social", Coase determinó el costo de transacción entre un propietario de un fábrica que generaba vertidos fluviales y los agricultores locales. El autor se planteaba como, al largo plazo, la instalación de un sistema de filtros aunque representaba un gasto inmediato para el empresario a la larga se convertía en un beneficio de doble partida por el lado del incremento de la rentabilidad y la aceptación social de los consumidores. En 1970, Milton Friedman, uno de los padres del neoliberalismo económico e impulsor del monetarismo aseguraba de forma visionaria que tarde o temprano las grandes empresas ejercerían un rol esencial en el mundo, donde el quehacer de la política y el comercio tendrían muchos vasos comunicantes. Friedman no se equivocó. Tres años después, K.J. Arrow, señaló en "social responsability and economic efficiency", que las empresas estadounidenses con perfil transcontinental llegarían al punto de adaptar criterios constreñidos a la esfera de la acción de las políticas públicas en el sentido de la aplicación de los programas sociales.
