«El mercado laboral español es el más flexible y dinámico de Europa», terció ayer el secretario general de Empleo, Antonio González, a quien preocupa más «la temporalidad» que la flexibilidad, pese a que el Banco de España recomendó recientemente seguir flexibilizando la normativa de contrataciones. «Se puede avanzar», subrayó González, «aunque el nivel ya es alto, como lo prueba la capacidad de creación de empleo del sistema».

El alto cargo del Ministerio de Economía hizo estas afirmaciones antes de clausurar el encuentro 'Responsabilidad social de la empresa y relaciones laborales' en la Universidad Internacional Menéndez Pelayo (UIMP) de Santander, donde también elogió lo bien que está funcionando el diálogo social, algo que ponen de manifiesto «los cerca de veinte acuerdos que se han desarrollado en esta legislatura» bajo sus auspicios.

En este contexto encuadró los 2,2 millones de contratos indefinidos que se han firmado en España tras la última reforma laboral, firmada hace once meses. «Esta ha sido una legislatura de alta creación de empleo», pero sobre todo de acuerdos para la mejora de la calidad y para incrementar la estabilidad. Así lo prueban acuerdos como el Estatuto del Trabajo Autónomo, la reforma de la formación continua en las empresas o el desarrollo de la Ley de Igualdad.

Responsabilidad social

González indicó, por otro lado, que la responsabilidad social de las empresas «puede ser incentivada» por parte del Gobierno, «en determinados casos», si bien apuntó que este tipo de actuaciones siempre son voluntarias. «Si fueran obligatorias, ya no serían eso, sino otra cosa distinta». «En esta fase en la que estamos, de promover la responsabilidad social, no se impulsará una norma para obligar a las empresas a ejecutar estas prácticas», subrayó.

Según explicó, ahora estamos en una «etapa promocional», en la que se están estudiando posibilidades escuchando al Parlamento, a la sociedad civil organizada y a los interlocutores sociales. De este trabajo, el Gobierno elaborará unas conclusiones «y se pasará de no tener nada a tener mucho».

Más adelante se creará un consejo estatal donde se genere un plan. El director general de Empleo agregó que la responsabilidad social empresarial no es sólo de la empresa. «Es un concepto colectivo» que atañe a sindicatos y trabajadores. Lo mismo que al Gobierno, que pondrá en práctica su responsabilidad.

Biocombustibles, un negocio billonario para adictos a la adrenalina

Todos hablan de las infinitas oportunidades de los biocombustibles. Sin embargo, todavía quedan muchísimos interrogantes por resolver en este mercado repleto de incertidumbre. Inversores conservadores, abstenerse...

¿Cuántas veces escuchamos que los biocombustibles son la fuente de energía del mañana? ¿Cuántas veces hemos oído que el rubro desborda de oportunidades de billonarios negocios? A veces, ante este despliegue de entusiasmo, hasta parecería la cosa más sencilla del mundo ganar fortunas con la bioenergía.

Sin embargo, lo que no siempre se menciona es que "biocombustibles" es apenas un sustantivo genérico que agrupa diversas tecnologías y fuentes de energía. Estrictamente hablando, nadie invierte "en biocombustibles". En realidad, se invierte en algún biocombustible en particular, que puede estar basado en el maíz, el azúcar (como el etanol brasileño), la soja y la remolacha, entre otros.

Si bien los distintos actores están realizando sus apuestas, todavía no estamos seguros de cómo será el mercado de los combustibles del futuro. En este marco, cualquier inversión corre altísimos riesgos de fracasar.

El informe Betting on biofuels de la consultora McKinsey nos ofrece un completísimo análisis de la situación actual del mercado y sus (posibles) tendencias. Una guía imperdible para comprender (o especular) hacia dónde se dirige el negocio en esta fase de formación.

El primer factor de incertidumbre radica en la materia prima que terminará imponiéndose en el mercado mundial. En este punto, señalan los investigadores de McKinsey, el precio será la variable fundamental.

De hecho, el precio de las materias primas representa entre un 50 y 80 por ciento del costo de los productores de biocombustibles. Por lo tanto, el insumo ganador será, probablemente, aquel que logre mantener un menor costo en el largo plazo. Pero, ¿cuál será? Actualmente, la caña de azúcar brasileña es mucho más económica que la remolacha europea. El maíz norteamericano, por su parte, viene encareciéndose a paso redoblado.

Las regulaciones gubernamentales imprimen un segundo factor de incertidumbre en el mercado. Es importante considerar que, a diferencia del petróleo, los insumos básicos de los biocombustibles son actualmente utilizados como alimentos.

Por lo tanto, de crecer exponencialmente la demanda de maíz con fines energéticos, es razonable esperar fuertes aumentos en los precios de los alimentos. ¿Qué dirá la opinión pública? ¿Qué harán los gobiernos ante el aumento en los indicadores de pobreza? ¿Se impondrán límites a la cantidad de materias primas asignadas a la producción energética para resguardar las necesidades alimenticias?

Un tercer factor fundamental de incertidumbre en el mercado bioenergético consiste en la tecnología. En efecto, mientras no quede claro cuál será finalmente el insumo que se imponga en el mercado, tampoco habrá certidumbre sobre cuál será la tecnología de procesamiento ganadora.

Incluso, esta incertidumbre tecnológica tiene un fuerte impacto sobre las decisiones de ingreso al mercado.

Por el momento, los inversores más precavidos dicen: "¿Para qué ingresar al mercado ahora? En cinco años, ya quedará claro cuál será la tecnología ganadora y los procesos serán mucho más eficientes. Mejor que otros paguen los costos de la incertidumbre. Yo entraré al mercado recién cuando se despeje el panorama".

En definitiva, sostienen los investigadores de McKinsey, todos hablan del biodiesel y las nuevas energías. Sin embargo, por el momento, el mercado bioenergético es un océano de dudas. Lo único que parece razonablemente cierto es que la mayor parte del éxito de quienes ingresen al mercado hoy dependerá de su apuesta por el insumo básico y la tecnología a utilizar. Un error en este punto, es suficiente para dejar a la empresa definitivamente afuera del negocio.

La relación entre éxito empresarial y calidad medioambiental protagonizó las exposiciones del foro sobre responsabilidad corporativa que, bajo el título de "Sostenibilidad y liderazgo empresarial", organizó hoy la Fundación Entorno en la sede del Consejo Superior de Investigaciones Científicas, en Madrid.

El encuentro forma parte de las celebraciones del primer aniversario de la alianza entre la Fundación Entorno y el Consejo Empresarial Mundial para el Desarrollo Sostenible (WCBSD), y fue clausurado por la ministra de Medio Ambiente, Cristina Narbona.

Al acto asistieron el presidente del WBCSD, Bjürn Stigson, y el presidente y la directora gerente de la Fundación Entorno España, Javier Salas y Cristina García-Orcoyen, respectivamente, quienes subrayaron "la importancia de la lucha contra el cambio climático como motor de desarrollo económico y social".

Saverio Bianchini, consejero delegado de Holcim España, acompañó a García-Orcoyen en la presentación de "Retos y acción empresarial ante el cambio climático", un estudio que recoge los trabajos de la fundación en materia de protección medioambiental.

Bianchini define esta amenaza como "un problema global que requiere soluciones globales", por lo que la publicación incluye desde ejemplos de empresas que han conseguido reducir sus emisiones de dióxido de carbono hasta un informe del Círculo de Empresarios para aumentar el ahorro de agua mediante la reducción de la demanda.

Una segunda investigación patrocinada por la Fundación Entorno, "el Papel de los Negocios en la sociedad", fue dada a conocer por el director corporativo de Comunicación de Repsol YPF, Jaume Giró. Este coincidió con Stigson en que "los objetivos de la empresa no son distintos a los de la sociedad", idea que en el trabajo aparece expresada en la tribuna de líderes empresariales que apuestan por el "futuro de la responsabilidad social corporativa como motor de crecimiento económico".

La importancia de la motivación laboral

Según Patricia Aragón, Responsable de Proyectos de Concilia Vida Familiar y Laboral, el capital humano es uno de los principales elementos de las empresas. Es por ello que en el desarrollo de las políticas de Responsabilidad Social, las organizaciones han de mirar a su interior y asumir compromisos de gestión sensibles a las necesidades de las personas que trabajan en ellas.

Las medidas de conciliación y de igualdad son importantes instrumentos que mejoran la motivación de los empleados y el clima laboral, incrementándose la productividad de la empresa. El papel de las personas en la organización empresarial se ha transformado a lo largo del siglo XX. En el inicio se hablaba de mano de obra, posteriormente se introdujo el concepto de recursos humanos, que consideraba al individuo como un recurso más a gestionar en la empresa. En la actualidad se habla de personas, motivación, talento, conocimiento, creatividad… Se considera que el factor clave de la organización son las personas ya que en estas reside el conocimiento y la creatividad.

La motivación es un elemento fundamental para el éxito empresarial ya que de ella depende en gran medida la consecución de los objetivos de la empresa. Lo cierto es que todavía muchos sectores no se han percatado de la importancia de estas cuestiones y siguen practicando una gestión que no tiene en cuenta el factor humano. En ellos, ha empezado a darse un déficit de recursos cualificados y es por eso que las empresas están buscando formas de atraer y retener los recursos humanos.

El mercado de trabajo se ha transformado y en la actualidad la retribución ha dejado de ser el elemento principal a tener en cuenta a la hora de seleccionar un puesto dejando paso a otras consideraciones como la flexibilidad, las medidas de conciliación, el desarrollo personal… Estos elementos conforman lo que se denomina salario emocional.

La retención del talento y la captación de recursos humanos son dos de los problemas con lo que se ha de enfrentar la empresa. España es uno de los países europeos con menos prestaciones para mejorar la calidad de vida de los trabajadores y estos son los más frustrados por su situación laboral. Esta percepción es muy negativa tanto para la empresa como para los trabajadores. La empresa se resiente porque la productividad baja y el rendimiento de los trabajadores es menor. Las medidas de conciliación y de igualdad y la sensibilidad de la empresa hacia la situación personal de los que trabajan en ella, son instrumentos fundamentales para motivar y retener el talento y mejorar los resultados empresariales. Es importante que estas medidas se incorporen a una nueva forma de gestionar la empresa más respetuosa con el entorno y con los grupos de interés.

En la actualidad las principales razones de permanencia o abandono de la empresa se centran en razones de tipo emocional. Los y las profesionales cada día valoran más la flexibilidad, la autonomía, los programas de apoyo, la formación, las medidas de conciliación de la vida personal y laboral, el buen ambiente laboral ... Muchos son los instrumentos que pueden apoyar a la empresa en su camino hacia la flexibilidad siendo uno de ellos la incorporación de las nuevas tecnologías utilizadas para una mejor organización del trabajo y optimización del tiempo.

Un elemento importante a la hora de motivar es la Comunicación. En numerosas ocasiones la empresa ha incorporado programas de mejora y ventajas para las personas que trabajan en ella, pero no sabe transmitirlas adecuadamente y pierden su eficacia ya que no tienen repercusión. Es importante también por parte de la gerencia el saber transmitir adecuadamente el proyecto empresarial y hacer sentir a los empleados y empleadas su implicación en el mismo.

Una advertencia: en esta cuestión de las medidas para motivar a los trabajadores es fundamental el tener claro que no hay una guía con medidas adecuadas para todos y todas, hay que tener en cuenta la situación personal de cada persona con el fin de que nadie indirectamente se sienta discriminado. Por ejemplo: guarderías de empresa. Las personas que no tienen hijos/as pueden sentir sus expectativas frustradas en relación con estas medidas.

Sobre las opciones accionarias opinó Ira T. Kay, directora de la consultora Watson Wyatt Worldwide. Kay dijo que las opciones accionarias fueron un instrumento imperfecto para calmar la preocupación que los ejecutivos dirigían las empresas sin tener en cuenta a los accionistas. Pero dijo que no hay que sobreactuar la respuesta. La remuneración ejecutiva es un poderoso elemento en el éxito económico de una organización. Es el motor que impulsó el milagro económico de Estados Unidos. "A pesar de los tan publicitados fracasos, la mayoría de las empresas respetaron y respetan las reglas del juego", dijo Kay.

La participación accionaria de los ejecutivos es fundamental para la buena gestión, pero no necesariamente tiene que adoptar la forma de opciones. También se les podría hacer comprar acciones. Las empresas podrían instar a sus ejecutivos a comprar acciones elevando los objetivos de propiedad y exigiendo que tengan determinado porcentaje después de ejercer una opción. Pero advirtió que no deberían tener sus acciones hasta el final de su carrera: eso podría dañar a la compañía porque los ejecutivos se volverían adversos al riesgo.

Thomas Donaldson, profesor de estudios legales, habló sobre el papel de la ética en el actual debate sobre el futuro del gobierno de la empresa. Dijo que si bien las sociedades pueden confiar en las fuerzas del mercado, o en estructuras regulatorias como la SEC, para controlar la conducta, esas medidas estructurales casi siempre van un paso detrás de los tiempos. Hacen falta normas éticas para contener el daño producido por las infracciones antes de que se creen los mecanismos legales para combatirlas.

Donaldson dijo además que la sociedad cuenta con elementos para fomentar prácticas éticas en los negocios. En una organización cualquiera, la gente en los niveles directivos tiene una visión mucho más positiva de la firma y su ética que la gente que está más abajo. Son los directivos, y sus abogados, los que diseñan los códigos éticos y más tarde creen que los respetan. Pero están equivocados, dice Donaldson. Un código escrito, o una declaración escrita sobre lo que se debe hacer es, en el mejor de los casos, nada más que un comienzo. Hay que encontrar la manera de barrer a los ejecutivos que creen que tienen una buena conducta ética. Mientras individuos como Jeffrey Skilling y Kennety Lay (Enron) se destacan, hay cientos de personas que también fueron arrastradas por corrientes generadas por "irracionales presiones desde arriba". Hay mucha gente que respeta los valores éticos que los pierde si trabaja durante mucho tiempo en un medio donde poco a poco se van aceptando procedimientos reñidos con la ética, donde se va sentando precedentes poco a poco y luego esos precedentes quedan aceptados..

Una forma poderosa de premiar la buena conducta ética a nivel empresario es que las firmas trabajen en colaboración con organizaciones sin fines de lucro para combatir la corrupción en otras partes del mundo. Si todas las empresas de un sector se juntan, pueden eliminar la trampa, el soborno y otros costos de la corrupción sin necesidad de que una sola tenga que soportar la desventaja competitiva que a veces implica el abrazar la conducta ética.

LIDERAZGO: ¿COMO SE CONTRUYE EL LIDERAZGO?

Cómo se construye liderazgo

Pocos temas han despertado tanta atención en los últimos lustros en el campo de la literatura empresarial como el del liderazgo. La necesidad de manejar procesos de cambio e innovación, en medio de tormentas y de avances tecnológicos.

La vieja polémica sobre si el líder nace o se hace, fue superada por la intensidad del proceso. Hay directivos que tienen cualidades innatas que solamente deben potenciarse, y hay otros que pueden construir liderazgo a partir de experiencia y entrenamiento.

El líder se ha convertido esencialmente en un ejecutivo de transformación, cuya actividad consiste en repensar y renovar radicalmente toda la organización o sus procesos de negocios, la cultura corporativa, y las piezas de la compañía que no funcionan bien o todo el conjunto.

A partir de que los gerentes toman conciencia sobre la necesidad de reconvertirse en líderes, el paso inmediato es preguntarse cómo hacerlo, ya que por mucho que se comprenda la dimensión del tema en el nivel racional, lo difícil es la implementación. Por esta razón, Roberto R. Rabouin (*) en su libro "El Sentido del Liderazgo. Claves prácticas para construir Liderazgo Empresarial Trascendente", desarrolla un modelo integral orientado a ilustrar de que manera se construye liderazgo en el campo empresarial.

Según el autor, los ejecutivos dispuestos a dar el paso deben plantearse un proceso de cuatro fases:
Establecer el sentido que quieren darle, decidir qué papel van a asumir como líderes empresariales, comprender las demandas del liderazgo y reflexionar acerca de cuáles de ellas pretende honrar, y, finalmente, establecer las prácticas del liderazgo, con las cuales gestionará diariamente. La primera fase, es esencial, ya que en ella el gerente deberá definir el impacto que quiere causar con su liderazgo en su entorno. Según el autor, hay tres grupos de intereses, muy bien definidos sobre los cuales dejan huella las acciones de cualquier gerente: los stakeholders, la comunidad y el entorno personal del directivo, a lo que debe agregarse el impacto que sus acciones producen sobre el propio líder.

La segunda fase tiene que ver con decidir las características con las que nutrirá su rol de líder. Al respecto existen tres elementos claves: si acepta o no su rol de protagonista social, ya que los gerentes en la actualidad lo son, lo entiendan o no. Si comprenden que su papel está vinculado a las personas y no a la tarea "técnica"; si entienden su accionar en función a su nivel en la organización; y también si aceptan su responsabilidad como mentores de sus colaboradores.

La tercera fase se orienta a comprender las demandas de los liderados. Éstos son –en el pensamiento del autor- los que en definitiva hacen o no al líder. Para generar liderazgo es esencial conocer las expectativas que los liderados tienen de sus líderes, y a partir de esta observación ver en que medida están en capacidad y voluntad de honrar dichas demandas.

Resueltas estas primeras tres fases se llega a la última, según la cual el líder debe establecer qué prácticas de liderazgo usará en el día a día. Están vinculadas a las prácticas de gestión, a las prácticas respecto a las relaciones con terceros y finalmente a las prácticas de su propio liderazgo personal.
La obra aporta elementos fundamentales para los nuevos gerentes del Tercer Milenio, ya que está en absoluta sintonía con los nuevos valores de responsabilidad social empresaria, pero a la vez con un enfoque muy práctico y ajustado a la realidad de los negocios, a partir de la indiscutible experiencia gerencial del autor.

La conferencia estuvo a cargo de Cristina de La Cruz, quien pertenece al Aula de Ética de la Universidad de Deusto.

Encuentro en torno a la Responsabilidad Social Empresarial 2007-06-08 19:38:34 La especialista en ética empresarial y responsabilidad social, Cristina de la Cruz dictó una conferencia sobre Empresas Alternativas: El Caso de la Banca Ética en el País Vasco en un salón auditórium repleto de asistentes.

Numerosos participantes del mundo académico y social, compartieron sus experiencias relacionadas a la Responsabilidad Social Empresarial y debatieron sobre la importancia de su implementación dentro de las políticas de gestión en el Seminario Empresas Alternativas: El Caso de la Banca Ética en el País Vasco. La conferencia estuvo a cargo de Cristina de La Cruz, quien pertenece al Aula de Ética de la Universidad de Deusto, España quien abordó el tema de la Responsabilidad Social desde un enfoque alternativo, donde a su juicio, las organizaciones deben presentar propuestas que permitan y estén perfectamente integradas dentro de nuestro sistema económico y a partir de ahí entregar alternativas a la lógica de funcionamiento actual de las distintas empresas. A partir de ahí, aseguró, "tenemos un concepto de responsabilidad concreto y específico el cual no atiende tanto a las consecuencias de lo que una empresa debería de evitar hacer en cuanto a la responsabilidad que esta dispuesta a asumir, cuidar y hacerse cargo de la realidad. La Responsabilidad Social es una propuesta potente y alternativa para trabajar en nuestras sociedades y estructuras económicas". Analizó la situación mundial y la necesidad de implementar la Responsabilidad Social Empresarial (RSE) dentro de la gestión empresarial esto es el desarrollo económico impulsado por la globalización, convirtiéndose en un proceso que genera desigualdades sociales que se reflejan en violencia, pobreza e inestabilidad política; problemas con nuestros recursos naturales como lo que ocurre con el agua; crisis energéticas e infelicidad. Destacó que la responsabilidad social no sólo debe ser empresaria, sino más bien es un tema estratégico que le agrega valor al negocio, pues nos invita a preguntarnos cómo hacemos las cosas y cómo diseñamos un mundo mejor, no debe ser una inquietud que sólo le compete a las empresas con fines de lucro, sino que se debe considerar como una materia relevante para todas las organizaciones que componen la sociedad. La académica presentó la iniciativa que propone un modelo empresarial responsable, desde un concepto de responsabilidad social que algunos han llamado de "empresa ciudadana". Una empresa que asume, con todas sus consecuencias, el papel protagonista que debe tener en nuestra sociedad. "Que sus modos de gestión, sus líneas de negocio, el destino de sus excedentes, sus políticas de contratación, entre otros, responda a una actitud de liderazgo en la transformación social", el Caso de la Banca Ética en el País Vasco. CONVENIO En la oportunidad, la académica informó de la formalización de un convenio de cooperación entre nuestra institución y la Universidad de Deusto, en el cual a través del área de Ética y Responsabilidad Social de la UC Temuco y el Aula de Ética de la Universidad española "trabajen conjuntamente en aspectos de formación y de investigación en la promoción de la responsabilidad social en distintas organizaciones, tanto desde la universidad como las empresas o en iniciativas de la sociedad civil y en cualquier otra alternativa que surja en ese contexto", agregó. En este sentido pretende desarrollar proyectos de investigación en el área de la Ética y la de la Responsabilidad Social con financiamiento de instituciones públicas o privadas, nacionales o internacionales y de acuerdo a los procedimientos determinados en cada caso, así como publicar conjuntamente los resultados de estos proyectos.
