¿Empresa o Negocio de Feria?

La Responsabilidad Social: Empresas que apuntan al futuro con resultados económicos y beneficios a quienes son sus empleados, pero hay quienes son movidos sólo por el lucro y carentes de toda ética, equiparan su "éxito" o "utilidades" a los números.

La Responsabilidad Social se está introduciendo con mayor fuerza cada vez en las maneras de hacer empresa de los principales grupos económicos del país. Si bien, el concepto no es nuevo (ya en año 50 AC Cicerón citó "La justicia es indispensable para la realización de los negocios"), el hecho de que en el mundo sea cada vez más apreciado que una empresa cumpla con estándares de administración que les permitan obtener beneficios a través de una gestión socialmente responsable.

En Chile, por ejemplo, se han destacado entre las 10 empresas con RSE algunas como Banco Santander, Nestlé y Masisa. Esta última basa su administración en la Gestión de Triple Resultado. Es decir: obtener los más altos índices de calidad en su desempeño en las áreas Social, Ambiental y Financiera. Las acciones realizadas en el ámbito medioambiental y social deben apuntar siempre a generar valor económico a la empresa. La empresa busca constantemente el diálogo con sus colaboradores, vecinos y autoridades para mejorar sus proyecciones. Desde este marco, una de sus tareas fundamentales es producir los mejores tableros de madera de fibra y mdf del mundo, ser eco-productivos, disminuyendo el uso de recursos naturales, cumplir con la legislación vigente y a la falta de estas, regirse por normativas internacionales. Esto permite a la empresa posicionarse como uno de los mayores productores de tableros del mundo.

Toda empresa sana implica resultados económicos y beneficios a quienes son sus empleados, pero en el mundo "empresarial" hay quienes son movidos sólo por el lucro y carentes de toda ética, equiparan su "éxito" o "utilidades" a los números, al balance. Ni siquiera feriantes, sino simples mercanchifles. El libro Gobernabilidad Corporativa, Responsabilidad Social y Estrategias Empresariales aborda en qué dirección y a qué ritmo las empresas de la región avanzarán durante esta década.

Desde hace más de una década los países de América Latina han iniciado procesos de modernización que norman las actividades económicas del sector privado con el propósito de lograr un mejor desempeño social y empresarial. Los resultados de estos procesos son considerados en una nueva publicación de la Comisión Económica para América Latina y el Caribe (Cepal).

El libro Gobernabilidad Corporativa, Responsabilidad Social y Estrategias Empresariales en América Latina, compilado por Germano M. de Paula, Georgina Núñez, y João Carlos Ferraz, Director de la División de Desarrollo Productivo y Empresarial de la Cepal, analiza en qué dirección y a qué ritmo las empresas latinoamericanas avanzarán hacía la gobernabilidad corporativa y responsabilidad social durante esta década.

También se examinan la orientación y el grado de profundidad de las políticas públicas que están siendo ejecutadas en la región, se estudian las peculiaridades de las empresas latinoamericanas en términos de determinantes de la rentabilidad y se indaga respecto a los efectos de la diversificación productiva sobre el desempeño empresarial.

Dividido en siete capítulos, la primera parte de este libro se dedica a los temas de gobernabilidad y responsabilidad corporativa, donde se discute, entre otros, la contribución de los gobiernos corporativos a la sostenibilidad ambiental. En la segunda parte se aborda los temas de estrategia corporativa y desempeño empresarial, incluyendo temas referidos a las tendencias de diversificación e internacionalización de grandes empresas industriales latinoamericanas.

En la presentación del libro, el secretario ejecutivo de la Cepal, José Luis Machinea, destaca los avances en la responsabilidad social de las empresas latinoamericanas, cuyos altos cargos directivos están equilibrando objetivos económicos con objetivos ambientales y sociales, por el impacto que estos tienen sobre la imagen y reputación de la empresa. Pero según Machinea, aún falta una visión integral que permita valorar cada objetivo en el conjunto de la estrategia empresarial.

En materia de estrategias corporativas, resalta el predominio de un enfoque regional en la mayoría de las grandes empresas de la región, en perjuicio de una internacionalización productiva verdaderamente global. A juicio del Secretario Ejecutivo, la principal contribución de la presente obra es poner de manifiesto los avances realizados en materia de gobernabilidad corporativa por las empresas y los gobiernos de la región al mismo tiempo que se señala la insuficiencia de los mismos sobre todo al comparárselos con la velocidad de los cambios en otras regiones.

Este libro se enmarca en el proyecto “Modernization of the State: Productive Development and Sustainable Use of Natural Resources,” ejecutado por la división de Desarrollo Sostenible y Asentamientos Humanos y la División de Desarrollo Productivo y Empresarial de la CEPAL, en conjunto con la agencia de cooperación alemana GTZ, y financiado por el Ministerio Federal de Cooperación Económica y Desarrollo de Alemania (BMZ).

El Salvador está trabajando en diferentes acciones para la implementación de programas de Responsabilidad Social Empresarial, a fin de fomentar un mayor crecimiento en la economía, lograr ser competitivos y enfrentar los retos de la globalización. Eso lo reconoce Patrick Fagan, experto y principal conferencista durante el lanzamiento de la fundación EMPREPAS, pero insistió en que el punto de partida es el diálogo entre líderes de Gobierno, empresas y empleados, para conocer las verdaderas necesidades del sector que permite el desarrollo de un país: los trabajadores.

¿Qué acciones deben emprender los sectores para fomentar la productividad a través de RSE?

El Salvador ya empezó a hacer lo suyo, las iniciativas están dándose y eso significa que hay productividad creciendo y voluntad de las personas en reunirse y resolver los problemas. Pero debe haber mucho diálogo, diálogo y más diálogo para conocer las necesidades de los trabajadores.

¿Qué programas debe implementar el Gobierno para apoyar a la iniciativa?

Al Gobierno no le compete educar, da los fondos, que es su trabajo, pero tiene que fomentar el diálogo para conocer las necesidades reales de la gente, porque puede ser que establezca programas de guarderías, pero no es eso lo que necesitan las madres para poder trabajar y contar con un ingreso familiar. Tal vez ellas necesitan tiempo para dedicarle a la familia y fortalecerla, que es al final lo que se necesita para que un país crezca. Pero insisto, no es responsabilidad del Gobierno.

¿Entonces de quién es, es del sector empresarial?

Es un trabajo conjunto. La empresa debe permitir el desarrollo de un ambiente familiar interno, pero de lo que se trata es de fortalecer a las familias para que se desarrollen como buenos trabajadores, y eso se logra con el trabajo conjunto de todos los sectores.

Entonces, ¿qué acciones debe emprender el empleador para fomentar que los trabajadores sean productivos?

Cada empresa debe hablar con sus trabajadores, sus supervisores y jefes, pero en especial con la gente que está al frente de la labor, aquellos que reciben un ingreso más bajo. Debe saber escuchar las necesidades, porque es de allí que el dueño de la empresa identificará las soluciones que quiere conocer para que su empresa sea competitiva.

¿Pero entonces se trata de que los trabajadores expresen sus necesidades?

Absolutamente, porque al conocer las necesidades de los trabajadores, se logra que ellos estén satisfechos y así sean productivos. Tal vez no se puedan arreglar las cosas de forma inmediata, pero hay que entender que se trata de ganar-ganar. No se trata de crear expectativas, sino de crear confianza y tener voluntad.

¿En qué proporciones crece un país cuando hay trabajadores satisfechos y productivos?

No se puede decir cuánto ni cuándo, porque puede tomar cinco, 10, 20 ó 30 años. Lo que importa es que siempre hay algo que hacer para seguir creciendo y escalando cada vez más.

Hay países que pueden ser muy ricos y productivos, pero a la larga enfrentarán problemas económicos porque no se ha fortalecido la base, que es la familia. Esos son los casos de países como Rusia y Estados Unidos, que tienen problemas en el forjamiento de las familias y que no fueran tan fuertes si no llegaran, por ejemplo, tantos salvadoreños que apoyan la productividad del país.

¿Es decir que si no hubiera emigración, El Salvador fuera más productivo?

Sin duda, las compañías podrían ser más productivas, pero aquí viene nuevamente el trabajo que se debe hacer en conjunto con otras instituciones: los parlamentos deben establecer buenas leyes y luchar por su cumplimiento, las escuelas deben educar y las familias fortalecer la sociedad. Con esto, las empresas fueran beneficiadas en el tema de contratación de personal, y así, al mismo tiempo, se fomenta la reducción del crimen y la violencia.
